They drop occasionally from the caches that you get for turning in Arrakoa feathers; I picked mine up from the AH for about 20g. They’re not great healer boots, as they’re primarily meant for tanking, but with a Vitality enchant or a Magister’s Armor Kit it can be a decent stopgap until something better is found. Also, Magister’s Armor Kit, while being super-ghetto, is not a bad cheap thing to slap on the appropriate armor pieces until you can get the better version, particularly while leveling.
